		<description>Cate - it could go either, way telling people no one or four people have rated a drug might persuade some people to comment, but others will be put off by not being part of a crowd. Moreover, if a particularly drug has only been rated once or twice, are potential users of the reviews going to feel that they are valid. My gut feeling is that you need to build up a commissioned userbase for the most common drugs and make sure you get at least half a dozen reviews quickly for the top ten at least.</description>
